Abstract

Latar Belakang: Pendidikan keperawatan kesehatan komunitas merupakan komponen penting dalam mempersiapkan lulusan agar mampu memberikan pelayanan preventif yang berfokus pada populasi di layanan kesehatan primer. Di Indonesia, transformasi layanan primer yang berlangsung cepat serta desentralisasi tata kelola kesehatan telah mengubah ekspektasi terhadap praktik komunitas, namun mahasiswa secara konsisten melaporkan berbagai hambatan sistemik dalam proses pembelajaran. Tujuan: Tinjauan ini merupakan Fase 1 dari proyek penelitian pendidikan multi-tahap yang bertujuan memetakan fenomena yang muncul, hambatan pendidikan, serta realitas kontekstual yang membentuk pengalaman mahasiswa keperawatan dalam pembelajaran keperawatan kesehatan komunitas di Indonesia dan lingkungan layanan primer Asia yang sebanding. Metode: Narrative/scoping review yang dipandu oleh PRISMA 2020 dilakukan pada enam basis data (PubMed/PMC, Scopus, CINAHL, ERIC, Garuda, dan SINTA) untuk publikasi Januari 2018 hingga Maret 2025. Sebanyak lima belas studi empiris dan dokumen kebijakan memenuhi kriteria inklusi. Data diekstraksi dan disintesis secara tematik untuk mengidentifikasi fenomena pendidikan yang berulang tanpa melakukan telaah kritis mendalam. Hasil: Enam fenomena utama teridentifikasi, yaitu: (1) hambatan praktik klinik komunitas (transportasi, keamanan, supervisi), (2) tantangan di wilayah rural dan terpencil, (3) kesenjangan preseptorship dan mentorship, (4) kesenjangan kurikulum dan kompetensi, (5) hambatan digital dan teknologi, serta (6) tantangan budaya dan interprofesional. Kesimpulan: Pendidikan keperawatan komunitas saat ini berjalan dalam ekosistem yang terbatas akibat kendala logistik, ketimpangan infrastruktur, ketidaksesuaian pedagogis, dan kesenjangan kesiapan digital.
